How can I tell if my surround sound speaker is working?
There should be a clicking sound coming from the speaker when its wires touches the battery terminals. This is to eliminate the remote possibility that the speaker and/or its wires may have an issue. If the LEDs are lit solidly on both the sender and receiver, then the communication is working properly and sound should be coming out of the speakers.

Check that there are no headphones connected. Check if the issue also occurs to other device connected to the TV. You may try to changing the TV channel or play back a movie on a DVD player. Try different cables to verify this is not a bad set of cables.
